Minimum Qualifications
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.
Transfer Options:
For 52.6 and/or 70.1 transfer to an Information Technology Specialist 4, salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Duties
- This position resides on the Scheduling Services team in the Bureau of Operations Services within the Chief Information Office.
- Oversee the nightly production schedule and ensure scheduled production work is successfully implemented, monitored, and completed.
- Review all daily logs and reports for accuracy and escalate priority issues to management.
- Identify job schedule issues and consult with other technical staff to resolve those issues.
- Develop and document procedures, quality assurance standards and internal controls for the Scheduling Services team.
- Ensure scheduling manuals are current and complete.
- Oversee the establishment of procedures and protocol for Microsoft Teams rooms and Shifts software.
- Evaluate the effectiveness of the resources and implement changes to ensure they are being used in the most efficient manner.
- Recommend procedural changes.
- Serve as liaison to vendors to resolve software issues and implement new software functionality.
- Lead self-service initiatives and business reengineering projects.
- Establish, monitor, and communicate expectations to ensure predetermined goals/objectives are met.
- Manage daily workload, identify daily priorities, and assign work.
- Manage shift bid process in accordance with the union contract.
- Review work completed by staff and ensure simulations are executed appropriately.
- Plan and schedule staff assignments.
- Participate in staff development activities.
- Perform the full range of supervisory responsibilities including, but not limited to, development and completion of comprehensive performance evaluations, review of timesheets, and review of telecommuting journals.
- Address personnel and performance issues timely and with discretion.
- Participate in staff recruitment activities.
- Collaborate with management, technical staff, and stakeholders to rectify batch processing issues.
- Lead special batch processing events (i.e., employee raises, disaster recovery (DR) planning, SFS lapsing, etc.) ensuring quality control checks are in place to properly execute the ad hoc schedules.
- Review new schedules with staff to ensure accuracy and completeness.
- Verify new scheduling scenarios are in accordance with batch memos.
- Review training plans and documentation created to assist staff with using new technology.
Knowledge, Skills & Abilities
- Demonstrated experience in IBM Operation Support – Supporting mainframe computer operations, console functions and activities, and functions associated with ITM-HMC consoles (More than 2 years to 5 years).
- Demonstrated experience in IBM Operational Support – Supporting software subordinate to the z/OS including JES2, TSO, RMF, ISPF, TWS, IWS, DB2, CICS, OPCON, and other related components (More than 2 years to 5 years).
- Demonstrated experience in Workload Automation Tools (I.E. CA’s ESP tool).
- Excellent verbal and written communication skills.
- Demonstrated ability to problem-solve using decision making techniques that build collaboration and achieve the desired outcome.
- Demonstrated ability to establish and maintain positive working relationships with technical and non-technical colleagues at all levels of the organization.
- Demonstrated ability to organize and prioritize multiple tasks and meet deadlines.
- Demonstrated ability to work independently and collaboratively in a team environment.
- Strong knowledge and use of information technology.
- Demonstrates strong troubleshooting, problem solving and organizational skills.

- Demonstrated experience in the use and familiarity of mainframe and UNIX environments.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so.
